::Yes, they are. They are Egyptian dynamic IPs, which is why they haven't been done globally. This was why I was flagging it for attention as a a community conversation, as I glanced through the edits, though didn't comprehensively look at every edit. At the global level now, we simply flag edits for 7 ranges of the ISP, as on a daily basis (sometimes twice daily) this vandal is at it ([https://meta.wikimedia.org/w/index.php?title=Special:AbuseLog&wpSearchFilter=202 global AF202]) Happy to provide this flagging global filter to the community if that is preferred. frWP and wikidata are the big wikis that use this global abusefilter, and the former wiki hasn't shown any clear indications of any particular other editors, whereas wikidata does show good edits in play.
